Call to Order:
President Reynold Wolfe called the meeting to order at 7:07 pm

Review of Previous Meeting Minutes:
After a review of the previous month’s meeting minutes and a minor change made a motion was made by Ren and second by Dean to approve the minutes.
Financial Report and Payment of Listed Bills:
Dean presented financial statements for review by the Authority. There is a balance in the PLIGIT account of $521.51 and the balance in the general account of $49570.57. After the review of the bills to be paid tonight a motion was made to proceed with the paying the bills as listed and the additions to Jones Hardware for $108.48, Wolfe Realty for $367.23, Fred Buckles for $400.00, Andy Bobb for $1080.00 and Bobb’s Plumbing and Heating for $561.25. Motion was made by Ed and 2nd by Dean to proceed with paying the bill as listed and the additions.
Communications: None
Water System Operator:
Andy was asked to shut the water off at the Denkovich property by Calvin Scheib. When he went to turn it off the valve broke, and the curb stop is in the concrete. Andy asked Ren what his opinion was on the situation, and Ren said that he will take a look at it but he thinks that putting a new curb stop in is the way to go. Whatever decision Ren and Andy come to will be firm. Andy informed the Authority that the repairs from the lightening strike are 2/3 completed. Andy is still going to look into surge protection. Andy asked if he would be able to get the PA One Call calls? He was going through town the other day when someone was digging at Schianos and was close to the water main. He did not get notification from PA One Call therefore his reason for questioning whether he can get the call outs from them faxed to him.
Waste Water Operator:
Andy informed the Authority DEP called and they wanted to do a surprise inspection. The only issue was the growth around the effluent into the river. Andy said that PAES has the membranes and will place them and will also clean out the Post EQ.
Solicitors Report:
There were no Solicitors present. Dean is going to send an email to Tony and remind him that September 28th the $1475.00 is due from Danielle Bell for back liens and that she needs to get a reminder letter.
Old Business:
Ed and Dean are going to be meeting to go over delinquents on October 2, 2012 at 7 pm. A motion was made to accept the professional agreement with Baer Wolfe Architecture for $10000.00; Ren will sign and send to Jamie from CBDG. Motion was made by Dean and second by Ed.
The Walk through Items Pending
Repair to the concrete edge of Catch Basin has been started and ready for forms. Ren present a cost for this project so far and it has only cost the Authority $745.71 and is estimated to cost $1800 to $2000.00 to complete this project. The Authority was originally quoted $9500.00 to make the repairs to the catch basin. Design corrections at PS3 still pending. Ren is going to contact Eric Wendt to discuss the mailbox address.
New Business:
The Authority took a tour of the water and waster waste facilities on Saturday and noted some improvements that need to be made. These improvements are 2012 walk thru improvements: Building at the Reservoir needs to be repainted. A suggestion was to go with Earth tones. The vines need to be removed from the fence and then it needs to be sprayed at least two (2) times a year once in the spring and once in the fall, the ballards need to be painted at the WWTP, and the final issue is the Algae in the Post EQ tank, which Andy is going to investigate. A meeting was scheduled on October 16, 2012 to renegotiate Andy’s Operator contract.
