Call to Order: 
President Reynold Wolfe called the meeting to order at 7:05 pm

Present:

Review of Previous Meeting Minutes:
After a review of the previous months meeting minutes, Ren declared the minute’s approved as presented motion made by Dean and second by Jackson.

Financial Report and Payment of Listed Bills:
Dean Williard presented financial statements for review by the Authority. There is a balance in the PLIGIT account of $61939.29 and the balance in the general account of $21479.96.   After the review of the bills to be paid tonight and the addition of payments to Andy Bobb for $1040.00 Tim Schrader for $60.00, Wolfe Realty for $123.94, and Jones Hardware for $13.47 motion was made by Jackson and 2nd by Ed to proceed with the paying of the bills as presented and the additions.

Communication and Notices:  Ren presented the card that was sent in recognition of Dean Williard for his going “above and beyond service” that he provided to the Horty’s as they were working on closing on LDG 257.

Water System Operator:
Andy informed the Authority that there is a new rule that requires a chlorine residual on a daily basis being reported.  The reading must be taken at the point of entry in the system.  Andy is working with LDG to get this accomplished.  The plans need to be submitted by December 1.  Andy also is going to get the grease at pump 2 done before the cold weather hits.  Andy also stated that he checked pump one and it does not need pumped out yet. 


Solicitors Report: 
Tony informed the Authority of the pending sheriff’s sales.  Kooken property is scheduled for sheriff sale in November; the Hoffman property he needs to follow up on, Donna Walter property is scheduled for December.  Tony said that they did send the letter to Mr. Dallazia regarding the use of the porta potty on the property.  Tony also informed the Authority that he is still trying to serve Zachary Swinehart before he files the lien.  The new owner of the Linda Smith property after the sheriff sale is still not known

Old Business:
Ed and Dean are going to meet at 10:15 Saturday to go over the shut offs for the month. They are going to give the potential shut offs until November 4th at 10 am to pay what is due.  The well site project is now complete.  The River Shore vents and the call out alarms are still pending.  The curb stops at Kooken and Jean Hoffman property are completed the one at the Herndon House is not completed.  The generator for the reservoir is still pending.  Additional inspector’s & contractor lateral drawings were turned over to Dean for filing in the respective folders.  It was discovered that the contractors had given the drawings to the property owners and failed to copy the Authority for its own records.  No further follow up on unfulfilled drawings will be made as it has been two years since the installation of the laterals.

New Business: 
Ren stated that there are trees that need to be cut down at the well site and the catch basin.  He got a quote from D&S Tree Service of $500.00 to cut all the trees that are marked.  A motion was made by Dean to accept the quote from D&S and 2nd by Jackson to proceed with the process.  The propane at the WWTP has about 60% left, a motion was made by Ed to have Andy proceed with calling Koppy’s and Boligs to get quotes and then proceed with having the cheapest fill the tank before bad weather hits.  Valerie Stover Sanitarian from DEP questioned the ownership on the wells, Ren informed the member that they belong to the Herndon Boro and the Authority only maintains them.  Ren also informed the Authority that he is going to apply for a grant through Merle Phillips and the County to see if they can get money to replace the fence at the well site, if unable to get the grant money then they are going to have to have someone fix the fence.  Each Authority member was invited to show up on November 14th at 9 a.m. for a facility tour of the improvements made since the last tour by Ren.  Attorney Michetti was asked to respond to a letter questioning the monthly rate of the sewer to June Cozza of Florida which recently purchased a property in the borough.

Adjournment:  There being no further business, the public meeting held at the Herndon Borough Municipal Building adjourned at 8:12p.m.
