Call to Order: 
President Reynold Wolfe called the meeting to order at 7:00 pm

Review of Previous Meeting Minutes:
After a review of the previous months meeting minutes, Ren declared the minutes approved as presented.  Motion made by Ren and second by Ed.

Financial Report and Payment of Listed Bills:
Dean Williard presented financial statements for review by the Authority. There is a balance in the PLIGIT account of $68438.87.   After the review of the bills to be paid tonight motion was made by Jackson to proceed with paying the bills as listed, and to also proceed with paying HFC $229.04 and also to proceed with paying AR Kuster Construction $9656.00 for project #1 which is reimbursable by grant funds.  There was also an error on the budget sheet for the insurance it should have stated $3148.00 total paid for insurance year to date.  Also the secretary was asked to reallocate the monies under Extra Sludge Labor to the Sludge Removal category as it was determined to be the proper category.
Communications and Notices: 
Dean informed the Authority that there were two properties transfers made since the last meeting involving LDG 99 and LDG 258.

Water System Operator:
Andy was not present for the meeting because he was at the WWTP preparing for the DEP inspection.  Ren informed the Authority that well #3 the pump has been replaced and back in operations. 
Solicitors Report: 
Joe informed the Authority that there was no sale on the Criley property (LDG 74) therefore the motion made for the Kopernas was no longer valid however an amendment motion was made that stated; Koperna’s will be responsible for usage and late fees until the date of the agreement of sale, they will have 30 days from the date of agreement of sale to satisfy the magistrates judgment and outstanding usage/late fees.  Sewer usage fees will continue until the property is demolished, which shall occur no later than 6 (six) months from date of agreement of sale.  Ed made the motion and Jack 2nd to the motion.   
The Authority was informed that Jake Klinger (LDG 143) is hooked up and connected and inspected to the sewer system. A motion was also made that the solicitor is granted the go ahead to contact Ryan Schaffner (LDG 229) and also Hoffman (LDG 87) and inform that they have 30 days from October 22, 2008 to connect to the system or the Authority will connect them and will also place a lien on the property. Motion was made by Ed and 2nd by Dean.  The Authority is also going to continue with the monthly fines. 
Motion was also made that the Authority contact an Electrician to fix the call out alarms at the WWTP and once invoiced the Authority will proceed from there and will contact HRI for reimbursement, motion by Jackson and 2nd by Ed. 
Old Business:
Ren is going to keep the signed contracts and agreements for the new project in his file and will supply the Authority with the invoices. 

New Business: 
Mark Ferster and Sons presented three proposals for the projects at the well site.  The first estimate is for the project 1 which is cleaning and placing rip rap and also replacing a culvert pipe at the gate and back filling with stone. A motion was made to proceed with this project, motion by Ed and 2nd by Dean.  The cost of this project is estimated at $3700.00.  The second estimate for the 2nd project is for replacing culvert pipe outside of the fence, and also replacing 2 culvert pipes above the building and then filling with stone.  The estimate for this portion of the project is $3895.00.  The last phase of this project is the installation of water courses across the well site road with stone also included is the grading of the road.  The estimated cost of this portion of the project is $950.00.
