Call to Order: 
President Reynold Wolfe called the meeting to order at 7:04 pm

Review of Previous Meeting Minutes:
After a review of the previous months meeting minutes, Ren declared the minute’s approved as presented motion made by Jackson and second by Ed.

Financial Report and Payment of Listed Bills:
Dean Williard presented financial statements for review by the Authority. There is a balance in the PLIGIT account of $521.06 and the balance in the general account of $13,267.61.   After the review of the bills to be paid tonight; and the addition of payment to Andy Bobb for $1040.00 (operator), Bobb’s Plumbing and Heating for $1840.50, the Daily Item for $263.56, Jones Hardware for $33.93, Jackson Wetzel for $55.00, and Glacier Energy for $717.17 motion was made by Dean and 2nd by Jackson to proceed with the paying of the bills as presented and the additions.   

Communications and Notices:   None

Water System Operator:
Andy informed the Authority that the hydrants need to be flushed, which is scheduled for Tuesday June 29, 2010.   

Waste Water Operator:  Andy informed the Authority of the timeline of the pump station 2 issue.  On 4/1 he installed a rebuilt pump from RAM Industrial, 4/5 pulled #1 grinder pump at PS 2, removed the debris from the cutters and reinstalled same pump, 4/10 double pump burn out, 4/11 pumps were pulled.  On 4/13 he installed Keeners rebuilt pump, 4/17 pump failed, 4/18 pulled bad pump, 4/19 installed rebuilt pump from RAM Industrial, 4/20 installed 2nd rebuilt pump from RAM, on 4/23 he installed new breakers from Mid-Atlantic Pumps, 4/28 installed trial pump at PS 2, on 5/4 trial pump burned out, 5/14 pulled pump 2 cleaned cutters and reinstalled the same pump.  Andy also informed the Authority that PPL got back to him on what it would cost to run 3 phases and it would cost the Authority about $10,000-$15,000.  The pumps would cost about $11,000 and the total amount would be between $23,000 and $24,000.   

Solicitors Report: 
No Solicitor was present; however Ren spoke with Tony and was informed that Linda Smith property is with Carl Snyder Realty.  As for the Swinehart property the Authority cannot collect money on this until the property is sold. 

Old Business:
Dean and Ren are going to be meeting on Tuesday June 1, 2010 at 7 pm to go over the shut offs for the month. There are 3 potentials for this month.  The River Shore vents are still pending.  The generator for the reservoir is still pending. The PPL sales tax issue is still pending.   

New Business:
A motion was made to proceed with establishing a line of credit through Susquehanna Bank appointing Ren Wolfe as president and Kurvin Batdorf as corporate secretary. Dean had contacted Susquehanna Bank in regards to establishing a $30,000 line of credit using as collateral the CD with Mid Penn Bank versus paying penalties for cashing in the $30,000 CD.   Mid Penn Bank would not allow that to happen and another proposal was made by Susquehanna Bank in which they would take a 2nd lien possession (behind USDA) using the receivables & equipment as collateral.  Dean's recommendation for seeking the line of credit was based on the recent cash flow shortfall caused by the repeated unexpected repairs to the pumps at pump station #2.  The cost to establish a line of credit saved the Authority 50% of what would have been the penalty for cashing in the certificate of deposit early and creates a cushion should another emergency situation arise.  A motion was made to proceed with Andy’s poster with pictures for insertion in the quarterly billing in reference to the kinds of materials that can and cannot be flushed into the sewer system.  Motion was made by Ren and 2nd by Kurvin.  Another motion was made to proceed with the purchase of a trash basket and rail from Centi Pro for pump station 2.  This is to replace the homemade one that is currently being used.  The estimated cost is about $2000.00
