Call to Order:  
President, Paul Witmer called the meeting to order at 7:00 pm.

Review of Previous Meeting Minutes:
After a review of the previous month’s meeting minutes a motion was made by Dean and second by Jeff to approve the minutes as presented with a minor change of turning the pumps off instead of on from 10 am to 130 pm.  

Communications and Notices: Dean informed the Authority that he has received the sales tax ($179.73) that was due back to the Authority as the Authority is tax exempt. Bruce Laise has paid the delinquent amount that was owed. The new property owner does not want the water turned on yet. George Long property has sold and the closing was March 26. Paul informed the Authority that he met with Todd Mace of PA Environmental Solutions and received the 2018 Waste Load report that he completed for the Authority. Paul needs to sign it before it gets mailed in. Todd informed the Authority that he is unable to attend the Tuesday night meeting as he has a conflict. The engineering retainer agreement from Larson Design Group was also signed by Paul. Seewald Labs informed the Authority that they have changed their name to Pace Analytics.  
  
Financial Report and Payment of Listed Bills:
Dean Williard presented financial statements for review by the Authority. There is a balance in the PLIGIT account of $537.43 and the balance in the general account of $10932.26 and a balance in the Northumberland National Bank Savings account of $1,020.63. A motion was made by Dean and 2nd by Paul to pay the bills as presented along with the addition of payments to Andy Bobb for $1560.00, Bobbs Plumbing and Heating for $1221.94.

Water/Wastewater System Operator: Andy informed the Authority that there was not a leak on Wise Road but they were able to locate the valve that turns Wise Road off. Dean explained the leak repair attempt on Wise Road cost $4,887.00.  This brings water line breaks and attempted repairs to approximately $21,000.00 for 2019. Andy then called Chris Shutt back in and it appeared that there was a leak on the hill. They dug again on March 19th and did not find anything. Andy thinks that he now located the leak between Eagle Ridge and the Bridge, Andy is going to call Jeff from Adams in between Tuesday and Thursday of next week to dig. If they are unable to locate, then they are going to hold off for a while until the Authority is able to get more money in their account. Andy suggests doing a smoke test. Todd Mace stated that a smoke test would cost $100.00 a hour for smoker and operator and he would need one other person to help. The smoke costs about $75.00 a gallon.  

Solicitors Report: None present. Dean did file a lien on the Roth property. 

Old Business:
Dean will handle the delinquents and shut offs with Andy. The widening of the road and clearing of brush to Well #2 is the sole remaining improvement from the yearly walk through and is pending until spring. The Manhole cover will not get fixed until spring, the riser that was requested has been purchased by SS Witmer Paving, and the Authority will reimburse only for the riser and not labor. A rate increase is going to happen this year. The amount of the increase has yet to be determined. Dean would like to give the public notice prior to the increase. Stone at the Reservoir is also pending until Spring. Dean reached out to Northumberland National Bank in regards to what can be done with the loan if the Authority runs low on funds. Paul asked about the trees at the reservoir which have fallen due to age and wind damage. Tammy stated that once we get a break in the weather and it is not raining and they are able to get into the downed trees without ripping up anything the downed pine trees will be cleaned up at the reservoir.  

New Business:  
Dean followed up with the CPA and this is his busy time of year. He asked that we give him an additional 30 days and he will then pick up the items. Dean confirmed that the Primarys are the same day as our meeting in May; a motion was made by Dean and second by Jeff to move the May meeting to Wednesday May 22. Dean will contact Todd Mace at PESI to see if he can come to the May 22nd meeting as it was being moved to a Wednesday due to the primary election to discuss the $10,000 quote for replacement parts to be held on hand as the WWTP control panel is now obsolete.  This is an option that needs to be explored now as once replacement parts are no longer available we would only have 1 option but to do an update at a cost of $50,000.It was decided that the annual walk through would occur April 23, at 530 meeting at the building.
