Call to Order: 
President, Paul Witmer called the meeting to order at 7:04 pm.

Review of Previous Meeting Minutes:
After a review of the previous month’s meeting minutes a motion was made by Dean and 2nd by Jeff to approve the minutes as presented with the correction to waste/water report and the word compositor changed to capacitor. 

Communications and Notices:  Andy received the act 94 reports from PA Environmental Solutions and needs Paul Witmer to sign them and then they could be mailed in.  Dean was also informed that the Clair Hain property could potentially be changed into a multiple EDU apartments. 

Financial Report and Payment of Listed Bills:
Dean Williard presented financial statements for review by the Authority. There is a balance in the PLIGIT account of $523.79and the balance in the general account of $15136.31 and a balance in the Northumberland National Bank Savings account of $1,013.66. A motion was made by John and 2nd by Pete to pay the bills as presented along with the addition of payments to Andrew Bobb for $1560.00 and Bobb’s Plumbing and Heating for $1145.41.

Water/Wastewater System Operator:  Andy informed the Authority that he had been in contact with Roy Adams to help with the repair of the shut off valve at Billy Benders property.  Andy had broken the valve when he went to shut the water off to the property.  They replaced the curb stop at the property.  On February 27, there was a water main break at Eagle Ridge which was also opened up by Roy Adams.  Andy needed to turn the water for that section of town off in order to make the repair.  Since the water was turned off he needed to flush the hydrants.  Since the water was turned off it caused issues at Lubolds with the water heater which Andy needed to repair.  The following Monday in front of Schiano’s there was another break, which needed to be repaired.  Andy informed the Authority that there still is a little leak somewhere in the system.  Andy also informed the Authority that the water to Benders property was turned off for lack of payment and the water to Laise rental was also turned off at the request of the owners as the tenants moved out.  Andy also asked that the Authority be on the look out for a bill from John Carl as he was the person who helped Andy with the water main break at Eagle Ridge by hammering the cement away from the break. 

Solicitors Report: 
Dean is going to be in contact with Michetti’s to file a lien on Benders property. 


Old Business:
Dean is going to handle the delinquents and shut offs with Andy.  The list of improvements still pending is: Put grates on head wall of 18” pipe at well site and the canopy modifications.  Andy is to work on the canopy modifications when he has time to do it.  Paul suggested that the Authority look again at the grates when the walk through is done and then he may be able to get someone to fabricate what is needed to make the repairs.  The pole at the water shed is still pending.  The request from the Brezgels to locate our water lines in their fields is still pending per Andy.  2016 Audit is still pending until after April 18th. 

New Business:
Andy requested that Adams submit a quote on what it would cost for the Authority to replace the line at the lower end of town (ball field end).  Paul is going to contact the Fire Company and see if they have a toilet that is stuck running.  The fire company also said it was not an issue for the Authority to cap the old fire hydrant by the pink house (Feese’s).  There will be a walk through held on April 25, 2017 at 5:30 beginning at the building.
