Call to Order: 
President Jackson Wetzel called the meeting to order at 7:09pm

Review of Previous Meeting Minutes:
After a review of the previous month’s meeting minutes a motion was made by Dean and second by Jeff to approve the minutes as presented. 

Communications and Notices:  None 

Financial Report and Payment of Listed Bills:
Dean Williard presented financial statements for review by the Authority. There is a balance in the PLIGIT account of $521.79 and the balance in the general account of $24140.26 and a balance in the Northumberland National Bank Savings account of $1001.51. A motion was made by Dean and second by Paul to pay the bills as presented along with the addition of payments to Andrew Bobb for $1200.00, Bobbs Plumbing and Heating for $613.63, and Randy Krallman for $99.00. 

Water System Operator:
Andy was not present for the meeting but he met with Jackson prior to the meeting to go over his notes.  Jackson reported for Andy that they repaired the broken water main line at Locust and Rt 147.  Break was located by Chris Shutt from PRWA.  Todd Mace completed the annual Chapter 94 report, Jackson then signed it and it was mailed to DEP.  Andy completed the annual Chapter 110 Annual Water Withdrawal report and emailed it back to DEP.  Andy also informed that coming this year there will be testing for SOC, VOC, and IOCs and he will start testing in April. On March 25, per their request the water was turned off at the Shannon Walters residents as no one lives there.  Andy requested that a letter be sent to PRWA to Chris Shutt thanking him for his assistance in finding the water main leak.
 
Solicitors Report:  Tony informed the Authority that a satisfaction of lien notice was filed on the Martz property.  Tony collected the Yocum property and informed that the property was now just transferred from Cassandra Yocum to Josh Yocum.  Authority is still awaiting the judge’s decision regarding enjoining Larson Design Group into the lawsuit.  Tony suggested the Ivan Newman be billed for the shut off of the water at his property due to the frozen lines. 


Old Business:
Dean is going to handle the delinquents and shut offs with Andy.  The only walk thru improvement for 2012 that is still open is the aluminum cover over the post EQ tank which was scheduled and then was cancelled and they have not called to reschedule yet. They are looking at April but nothing has been set yet.  
The walk thru for 2013 list of improvements:
A.) Put grates on head wall of 18” pipe at well site—Jackson checked with Ren on this and he is in the process of getting the materials together for this project.  Ren will notify Jackson when he is ready for this repair. 
Andy informed the Authority that the decanter valve has not been replaced yet, and Andy stated that PESI is waiting until the weather breaks.

New Business:
Dean mentioned the need for Jackson to become the other signature on the checking account.  Ren Wolfe needs to be removed and since Jackson is the president he would need to be added.  Jackson signed the appropriate documents for Susquehanna Bank for this to happen.  He also signed documents for the savings account at the Northumberland National Bank for him to be a signer.  Dean also informed the Authority that on March 12th he met with Pat the CPA and all last years’ information is with Pat the CPA for her to do the annual audit.  A refund was sent to Herndon Reload in regards to an overpayment on their account and a letter was sent in regards to them notifying Andy if they are going to be doing anything with the water and sewer lines.
