Call to Order: 
President Reynold Wolfe called the meeting to order at 7:15 pm

Present:

Review of Previous Meeting Minutes:
After a review of the previous month’s meeting minutes a motion was made by Ed and second by Jackson to approve the minutes as presented.

Financial Report and Payment of Listed Bills:
Dean presented financial statements for review by the Authority. There is a balance in the PLIGIT account of $521.43 and the balance in the general account of $35087.99.   After the review of the bills to be paid tonight a motion was made to proceed with the paying the bills as listed and the additional payment to Jackson Wetzel for $73.54.  Motion was made by Dean and 2nd by Ed. 

Communications: Ren presented the letter that he got from SEDACOG to Tina McCafferty in regards to the CBDG grant. 

Citizen’s Concerns:   Danielle Bell and Charles Packard are the new owners of the Swinehart property.  When they contacted the Authority to have the water turned on before they moved in Dean informed them that there was a lien on the property.  They did not know that there was a lien as it was not disclosed at their closing on the property.  The lien that is on the property needs to be satisfied or arrangements need to be made before the water will be turned on.  The lien amount is $1634.50.  The Authority made a motion to accept Danielle Bell and Charles Packard agreement of $200.00 down tonight and the remaining $1434.50 to be paid within 6 months.  Danielle and Charles will sign the agreement at Dluge and Michetti office on March 28, 2012.  Tony’s office will then notify Ed and then he will contact Andy to turn the water back on to the property. 

Water System Operator:
Andy informed the Authority that the Authority for the 4th year in a row received an award for outstanding performance from Aqua Aerobics.  Andy also informed the Authority that there will be more testing from Seewald labs as they are now required to test quarterly.  Andy is to order a back up chlorine regulator and repair kits for back equipment as the chlorine sampling must be done daily.  Andy informed the Authority that he turned the water back on at the Bergstresser property. 

Solicitors Report: 
Tony informed the Authority that he wanted to hold an Executive session prior to the close of the regular meeting. 

Old Business:
Dean and Ed are going to be meeting to go over delinquents on April 1, 2012.   Ren has worked out a deal with LeRoy Schrader and Randy Krallman to get the chlorine sampling to Andy by 3:00.  Ren wants to have a meeting on Saturday at the WWTP to go over what needs to be done and to finalize the time the sampling is needed by Andy.  The compensation for each 7 day period of collecting will be $50.00. 
The Walk through Items Pending  
Improvement to the Catch Basin Site area for riding mower use
Repair concrete edge of Catch Basin.  Ren got a quote from Eagle Ridge contracting to repair the catch basin.  Eagle Ridge’s quote is not to exceed $9650.00  
New water tight Electrical Service Enclosure at Reservoir-4 log system
Andy got the go ahead from LDG to proceed with the repairs.  Andy informed the Authority that he will have to disable the WWTP for the purpose of raising the trough.  Andy did not have a date; he must make sure he can fit it into his schedule.      

New Business:
Ed mentioned that he wanted to discuss raising the fees for disconnects and reconnects.  He also wants to consider raising the late payment fee.  Tony suggested that if the Authority is going to raise the fees that they must advertise it.  Therefore he suggests that the fees get raised to where they need to be once. Tony is going to look into whether they are fees or penalties and will advise at the next meeting.   Dean investigated the Kooken property and HSBC has the property it has not gone into foreclosure.  Dean gave the information to Tony to look into more.  Dean also informed the Authority that he was able to get in contact with Shane Wetzel in regards to the trailer on the property.  Dean informed Shane that he is responsible for the sewer even if there is no water to the property.  Shane told Dean that he is tearing the trailer down.   Dean told him that he is still responsible for the sewer as long as it is still standing. 

Adjournment:  There being no further business, the public meeting held at the Herndon Borough Municipal Building adjourned at 8:45 pm
