Call to Order: 
President Reynold Wolfe called the meeting to order at 7:05 pm

Review of Previous Meeting Minutes:
After a review of the previous month’s meeting minutes Ren declared the minute’s approved as presented motion made by Jackson and second by Kurvin.

Financial Report and Payment of Listed Bills:
Dean Williard presented financial statements for review by the Authority. There is a balance in the PLIGIT account of $521.27 and the balance in the general account of $14,733.80.   After the review of the bills to be paid tonight and the addition of payments to Tim Schrader for $20.00 and Gardner’s Tree Service for $525.00 a motion was made by Dean and 2nd by Jackson to proceed with paying the bills as listed and the add ons.    

Communications:
None

Water System Operator:
Andy informed the Authority that the water has been turned back on at Doris Dillon property.  

Waste Water Operator:  The River Shore vents have been extended and then taken down; they are now in storage at the WWTP so they can be used again in the event of a water issue.  These vents prevent water from getting into the system.  During the past high water event there was storm water infiltration on River Shore.  This is a serious problem; a motion was made by Jackson to proceed with getting PA Environmental Solutions to do a smoke test which will locate where the water is getting into the system the estimated cost of this would be about $250.00.  Motion was seconded by Dean.   Andy informed the Authority that he needed to reset the pump once at Pump Station 2 during the high water event.  There was a jam and Andy cleaned a handful of debris out and since then the pump is running good.  There have been no burn outs since then.  Andy also informed the Authority that he replaced the decant valve and it is working well. 

Solicitors Report: 
Ren received an email from Paul Krizan at LDG in regards to the issues that the Authority was having at Pump Station 2.  Larson Design suggest the Authority send a letter looking for the actual costs ($76,600) the Authority has put out for the expense of the issues with the pumps at Pump Station 2.  Dean made a motion that the Law office of Dluge and Michetti proceed with sending a letter to Myers Pumps requesting payment or response in 20 days, second to the motion made by Jackson.  Tony informed the Authority that the Swinehart property still has not closed and the property is back with the bank and the lien will go with the property.   

Old Business:
Ren and Dean are going to be meeting on April 1, 2011 at 7:00 pm to go over delinquents.  The River Shore vents are now complete.  Ren informed the Authority that West Branch Rental has a 14kw trailer mounted generator available for an emergency at PS 3 & 4 at the cost of $75.00 per day.  A 10kw generator is adequate.  The new four log system may require a permanent located generator at the reservoir, complete with transfer switch, to maintain constant power in the event of a power outage for the purpose of maintaining a continuous record for the new system.  The curb stop at June Deppens is still pending.  The stump and tree removal at the reservoir has been completed.  The fence project is expected to move equipment on site starting March 1st, 2011 and is to be completed by June 1st.    

New Business: 
Ren informed the Authority and presented 2 pictures of a damaged fire hydrant that was struck by the Borough snow plow.  Andy is to get a cost of a replacement hydrant and also what the cost would be to repair the damaged hydrant.  The Authority is going to replace the hydrant however the Borough is going to responsible for cost to repair the hydrant.  Dean then presented an analysis of the electric bills.  Glacial Energy is costing more than PPL at the present.  Ren is going to look for alternate forms of electricity.  Hunter Lomison is scheduled to service the 3 generators on March 24th.  Ren also informed the Authority that he has placed the order for the seedlings from the Conservation Dist.
