Call to Order:  
President, Jeff Aurand called the meeting to order at 7:29 pm.

Review of Previous Meeting Minutes:
After a review of the previous month’s meeting minutes a motion was made by Pete and second by Dean to approve the minutes as presented.  

Communications and Notices: Dean informed the Authority that he has been in contact with PPL in regards to the new rate of 0.05653 as of June 1, 2020. The new provider will be Titan Gas. The Daily Item sent the Authority a refund from an overpayment in 2017. LDG 160 had settlement and the new owner is Michael Phillips. LDG 67 (Former Eyster) sold to Sallabarria. There has not been a sale date on LDG 166 (Knarr property). Michetti’s office was contacted for a payoff on LDG 004, however there is a federal tax lien on this property. Dean did not get a response from Michetti’s office in regards to the email that was sent for LDG 167 (Yocum) property. Dean and Todd have been informed of a water leak at LDG 108 (Riehl) property. LDG 258(former Lashomb) is now owned by Truist Bank. Dean completed the spreadsheet for the CBDG grant application. There are currently 64 rental properties in Herndon.  

Financial Report and Payment of Listed Bills:
Dean Williard presented financial statements for review by the Authority. There is a balance in the PLIGIT account of $548.95 and the balance in the general account of $7097.25. A motion was made to pay the bills as listed and the addition of payment to Fairway Labs for $15.00. A second motion was made to hold the payment of invoice number 104832 for $13,574.22 to Larson Design Group due to the Authority’s cash flow problems and the Authority members wanting a further explanation of the charges.  Dean had placed a call before the previous month’s meeting and had not gotten a return call. Motions were made by Dean and second by Pete.  

Water/Wastewater System Operator: Report – Todd advised that he is in contact with LDG 108 Riehl Realty in regards to the leak. A tree fell on the fence at the reservoir; Tammy cut it up as much as was able to be done. A request was made to the Borough to take their equipment up and pull the tree the rest of the way outside the fence so the repair to the fence can be made. Tammy to contact a fencing company and if it is under $500.00 to repair a motion was made to proceed with the repair. Todd mentioned that since it was a lightning strike the insurance may cover the expense. Due to the lightning strike a new level sensor and control box is needed, costs are around $3000.00 in just parts. (LDG118 Miller) 210 Pottsville Street resident is claiming that they are experiencing low water pressure. Todd did check it out and he had 27 pounds of static pressure and 25 pounds of residual pressure. 25 PSI is the minimum amount required by DEP. Todd did tell them that they could get a certified person in to check the pressure at their cost. Post EQ and SBR units need cleaned, costs for both would be about $4500.00. The grinder pump that is located at the Mulberger property was sent to OPSCO to see if it could be repaired or if a new one is needed. Todd suggested that the cost of that should fall on Mulbergers and not the Authority. Hydrants have not been flushed yet; Todd is coordinating it with the Fire Company to use as training.

Old Business: Dean will take care of the delinquents with the cutoff date of June 1. Jeff and Dean inspected the work completed by BnB Lawncare for the widening of the road and the spraying of the weeds around the reservoir and during the walk thru they were not satisfied with the work that was done. Jeff is going to reach out to them and have them redo the spraying. CBDG funding is still pending; Todd is to get with Dave Walters of LDG to create the plan and what would be needed. The hydrants flushing are pending.  

New Business: The walk thru was held and a few items to follow up on, the propane at all locations may need to be filled, Dean to follow up with Koppy’s. The weeds around the fence are bad, since they were just sprayed, Jeff to reach out to BnB and have them resprayed. The tree on the fence at the reservoir will need to be removed and the fence repaired, the door knob on the one building at the reservoir needs to be replaced, and the tree at Pump Station 3 needs to be trimmed. Jeff Aurand announced that he will be resigning his position at the beginning of the year.
