Call to Order: 
President, Paul Witmer called the meeting to order at 7:00 pm.

Review of Previous Meeting Minutes:
After a review of the previous month’s meeting minutes a motion was made by Dean and second by John to approve the minutes as presented.  

Communications and Notices:  Dean informed the Authority that there are 2 property transfers the Kurtz property was sold to Tracey Sampsell and Ruth MacDonald property was sold to Herndon Reload.   

Financial Report and Payment of Listed Bills:
Dean Williard presented financial statements for review by the Authority. There is a balance in the PLIGIT account of $529.77 the balance in the general account of $21798.19 and a balance in the Northumberland National Bank Savings account of $1,010.12. A motion was made by Dean and 2nd by Brian to pay the bills as presented along with the addition of payments to Bobb’s Plumbing and Heating for $151.00, Andy Bobb for $1560.00 and Jeff Aurand for $180.00. 

Water/Wastewater System Operator:  Andy informed the Authority that Aqua Chemical in Millersburg has been reorganized and Karen Roach has started a new company called Chem20 so he will still be able to get his chemicals from there.  He informed the Authority that it was time to have the three year testing done again and that there will be some larger than normal bills coming in from Seewald Labs.  There was a message on the answering machine that the Gerard Gill property will need to be shut off as of the first of them month since they are moving out.  Andy will follow up with them prior to the beginning of the month and let them know that they will still be responsible for the sewer portion of the bill and also the $50.00 shut off fee and then a $50.00 reconnect fee will be due when the water will need to be turned back on.  Andy also informed the Authority that he is still having issue with Pump#4 at the wellsite.  It trips out.  He had to turn well #2 on and the water was a little cloudy.  He will need to pull the pump at #4 and he will need to call Shiffer’s to have them pull the pump.  Andy thinks there is a break in the system somewhere downtown as he is loosing water.  Andy also has a concern with the well sites as they are overgrown with brush.  Can something be down about that?  Hunter and Lomison are schedule to service the generators.  Andy also mentioned that the weed whacking at Pump Station #2 has not been done.  Jeff will take care of it.  Andy did not follow up at the Kerchoff property but he will.

Old Business:
Dean is going to handle the delinquents and shut offs with Andy. The list of improvements still pending is canopy modifications.  Andy is to work on the canopy modifications when he has time to do it and Paul is able to help. Paul got the times that Andy is typically at the plant so that they can work on the modifications.   Andy is going to call Green Acres fencing to get an estimate for a fence at the WWTP.  There is also a fencing place in the Berrysburg area that Andy is going to check into to see if they can get an estimate for the fence at the WWTP.  Paul did call Lykens Valley Fencing but they did not call back.  He was going to attempt to reach them again.  Paul measured for the paving project and it is roughly 2ft wide and 120 ft long, which Paul estimates about 6.5 tons of amesite needed and a cost of roughly $4000.00.  Paul is going to follow up on the paving and is to get two quotes.  Paul talked to SS Witmer and gave a verbal quote of $2800.00 for the paving project; however, the quote needs to be on paper.  Paul is going to follow up on this.  Andy is going to reach out to Adams and get a quote from them on the paving project.  If the 2 quotes are received then Paul can proceed with having the project done by the person with the lowest quote.  The yearly walk through took place and a list of the items that need to be addressed are as follows: 
1) Widen the road up to Well 2- Beilhartz did widen the road but it is not cleared out enough. 
2)  Clear up the water jam at the fence close to Well 2- Beilhartz did clear up the jam. 
3) Trim the trees at Pump 3 at Zeiglers- This is still pending, Paul is not able to get a trimmer from Jackson Twp
4) Spray at the well-site- has been completed   

New Business: 
The bridge that Beilhartz uses at the well site to get his mower across the ravine has been replaced.  Beilhartz made the repairs and replaced the bridge.
