Call to Order: 
President Jackson Wetzel called the meeting to order at 7:04pm

Present:
Authority Members:  Dean Williard, Jackson Wetzel, Joel Wetzel, Jeff Aurand, Employees: Tammy Osman, Andy Bobb

Citizens:  None

Review of Previous Meeting Minutes:
After a review of the previous month’s meeting minutes a motion was made by Dean and second by Joel to approve the minutes as presented. 

Communications and Notices:  Dean received information on the Northumberland County Block grant; there is a meeting Thursday night.  Ren, Jack, and Dean are planning on attending and if anyone else is interested they are meeting at the office.

Financial Report and Payment of Listed Bills:
Dean Williard presented financial statements for review by the Authority. There is a balance in the PLIGIT account of $521.81 and the balance in the general account of $21333.89 and a balance in the Northumberland National Bank Savings account of $1002.03. A motion was made by Joel and second by Jeff to pay the bills as presented along with the addition of payments to Andrew Bobb for $1200.00, Bobbs Plumbing and Heating for $4480.00, Patricia Young, CPA for $1500.00, TDS for $120.34, John Wert $$45.00, and Randy Krallman for $22.00.  Dean also handed out the audit that Pat Young completed.  He also found out that Sprenkle property is now a VA loan, he is still researching the Shannon Walters property.  He needs to get the information off the sign in front of that property. 

Water/Wastewater System Operator:
Andy informed the Authority that there was a water leak at the Ricky Buckles property.  Andy was able to locate the leak and dug it up, it is the pipe to the old school house.  Andy thinks the lateral on Pottsville St will have to be shut off to turn the lateral off.  Andy also informed the Authority that the new heat pump has been installed at the WWTP, the cost was more then quoted as Andy needed to purchase a new thermostat as the old one was not compatible with the new system.  Andy informed the Authority that the plant received the Aqua Aerobics award again, and in such Andy was treated to dinner at the Wooden Nickel and a plaque for the wall at the WWTP.  Andy also received the certificate that the Authority dues are paid for PA Rural Water.  Andy talked to Todd Mace and he stated that he just finished to major projects are Duncannon and Richfield and that the decanter is in line to be fixed within the next few weeks. 

Solicitors Report:  None present

Old Business:
Dean is going to handle the delinquents and shut offs with Andy.  The only walk thru improvement for 2012 that is still open is the aluminum cover over the post EQ tank which was scheduled and then was cancelled and they have not called to reschedule yet. However, a check was requested for the remaining balance owed as the rest of the balance needs to be paid at the time of installation.  The walk thru for 2013 list of improvements:
A.)Put grates on head wall of 18” pipe at well site—Jackson checked with Ren on this and he is in the process of getting the materials together for this project.  Ren will notify Jackson when he is ready for this repair. 

New Business:
Jackson informed the Authority that a tree snapped off at the Reservoir, the tree needs to come down before it falls on the fence.  Jackson is looking for names; his concerns are that it be an insured individual or company because of the location of the tree and the danger that could be there. Dean made a motion that Jackson proceed with finding someone to take care of the tree issue and have it removed.  Joel suggested finding out who removed some of the trees from the Camp Grove and if they are available have them remove that one.  Jack also noticed that GR Charles was making repairs near the Senior Center so he talked to the road manger and he stated that they need to be moving out of that area but they will be back in Herndon and when they are they will call Jack so he can get them to do the repairs that the Authority needs to have completed.
