Call to Order:  
President, Paul Witmer called the meeting to order at 7:00 pm.

Review of Previous Meeting Minutes:
After a review of the previous month’s meeting minutes a motion was made by Dean and second by Brian to approve the minutes as presented with the correction to Andy is going to follow up with Eagle Ridge and Lykens Valley Fencing in regards to the repair to the main gate at the WWTP.  

Communications and Notices: Dean informed the Authority that he filed a claim for the lightening strike. The total amount of the repairs was $1413.13, which the Authority paid and EMC refunded the $413.13 as there is a $1000.00 deductible. The new electric provider is Verde at a rate of .05772 kilowatt. They over charged on the first bill and a credit of $5.07 will show on the next bill. A property tax sale will take place for the Knarr and the Yocum properties. As of 8/1/2019, Lashomb property was disconnected. Keiffer Enterprise sold their property to Riehl Apartments.  

Financial Report and Payment of Listed Bills:
Dean Williard presented financial statements for review by the Authority. There is a balance in the PLIGIT account of $541.45 and the balance in the general account of $22458.11 and a balance in the Northumberland National Bank Savings account of $1,021.15. A motion was made by Brian and 2nd by Jeff to pay the bills as presented along with the addition of payments to Andy Bobb for $1560.00, Bobbs Plumbing and Heating for $70.00, Pace Analytical for $169.20 and SS Witmer for $354.00.

Water/Wastewater System Operator: Andy reported that he did receive the first order from Aqua Aerobics of the replacement parts. Andy is going to order the second batch this coming month. Andy questioned purchasing a curb stop tool. This tool would be a one time cost of $45.00 however would need to purchase the one part every time. Andy said it has been 6 years since the diffusers on the basin have been replaced and that he thinks it time to replace them again. Andy advised there had been a recommended replacement of every 5 years. The blowers now have to run 14 to 15 hours as opposed to when they generally ran for 10 hours per day. He is certain he purchased the diffusers from Aqua Aerobics and PESI performed the replacement. Tammy and Dean to pull invoices to see what the cost was. Andy is to follow up with Aqua Aerobics to get a cost of the diffusers. Andy had to take DEP up to the 4 log building and was worried about the trees that were down. Tammy stated the she was working on getting the downed trees cut up. Andy still thinks that there is a leak at Herndon Reload but Dean is not worried as it has not shown on the surface and the PPL bill has not gone up. Andy would need to get Flagger Force and trained ears to find the exact location of the leak, but right now it is not a problem so it will be watched.  

Solicitors Report: None present.  

Old Business: Dean will handle the delinquents and shut offs with Andy. The widening of the road and clearing of brush to Well #2 is the sole remaining improvement from the yearly walk through and is pending however, Andy stated that it has grown and the road is partially closed at the building. Paul is going to talk to Beilhartz and perhaps have a work cleanup day. The Manhole covers have been replaced and the bill is being paid tonight. The Authority is only responsible for the riser and not labor. The annual walk through for 2019 and the list of items that are in need of repair are 
1.) Clean out the culverts and catch basin outlets—perhaps a work detail weekend. still pending
2.) The Trees at the Reservoir— Tammy is working on cleaning the downed ones up.  

New Business: The borough is now qualified as LMI, which is important to know if we seek grant monies.
