Call to Order: 
President Jackson Wetzel called the meeting to order at 6:59pm

SEDA-COG:
Dean introduced Jamie Shrawder from SEDA-COG.  She was present to explain how the low to moderate income survey works. She handed out a packet to the Authority with the instructions on what needs to be said and what needs to be done to get the surveys completed.   The Authority needs to do this survey again if they are interested in getting grant funding from the county.  These surveys need to be returned to her by mid August.  Dean is going to organize a special meeting with the Authority to see how they are going to split up the areas that need the surveys done. 

Review of Previous Meeting Minutes:
After a review of the previous month’s meeting minutes a motion was made by Dean and second by Joel to approve the minutes as presented. 

Communications and Notices:  None

Financial Report and Payment of Listed Bills:
Dean Williard presented financial statements for review by the Authority. There is a balance in the PLIGIT account of $521.82 and the balance in the general account of $13452.16 and a balance in the Northumberland National Bank Savings account of $1002.03. A motion was made by Dean and second by Jeff to pay the bills as presented along with the addition of payments to Andrew Bobb for $1200.00, Bobbs Plumbing and Heating for $119.46, TDS for $122.64, and Seewald for $98.20. 

Water/Wastewater System Operator:
Andy informed the Authority that the decanter is scheduled to be replaced tomorrow.  Todd Mace informed him that we did not need a crane to lift it in and out.  He hired Mark Ferster and Sons Excavating to do that part of the project and it should cost the Authority less.  Curtis Martz Jr again talked to Andy about rebuilding his house and asked Andy about the right of way and the water line.  Andy is getting Stahlneckers in to clean out the wet wells.  

Solicitors Report:  The only thing Tony had to report on was that there was more discovery on Larson Design and could take up to September to get them up to date.

Old Business:
Dean is going to handle the delinquents and shut offs with Andy.  The only walk thru improvement for 2012 that is still open is the aluminum cover over the post EQ tank which was scheduled and then was cancelled and they have not called to reschedule yet. However, a check was requested for the remaining balance owed as the rest of the balance needs to be paid at the time of installation. Andy did inform the Authority that there is algae growth now since the cover has not been installed.  The walk thru for 2013 list of improvements:
A.) Put grates on head wall of 18” pipe at well site—Jackson checked with Ren on this and he is in the process of getting the materials together for this project.  Ren will notify Jackson when he is ready for this repair.
Jackson hired Bruce’s Tree Service to cut down the two trees at the Reservoir; estimated cost would be $750.00

New Business:
Paul informed the Authority about the townships intentions on repairing PA Avenue.  He asked what the intentions were for the man hole covers and Joel suggested that they get them included in the bids and the Authority would pay for it.  It probably would cost the Authority less.
