Election of Officers:  
Tammy Osman opened the elections for President; John Davis nominated Charles Haffling, Dean Williard nominated Jeff Aurand. Jeff Aurand won the vote unanimously. A motion was made to appoint Jeff Aurand as President, all were in favor. Dean nominated John Davis as Vice President and Jeff second to the motion. All were in favor of John Davis as Vice President. Jeff nominated Dean Williard as Treasurer and John Davis second the nomination; all were in favor of Dean Williard as Treasurer. Dean Williard nominated Charles Haffling as Acting Secretary and Jeff Aurand second the nomination. All were in favor of Charles Haffling as Acting Secretary.  

Call to Order:  
President, Jeff Aurand called the meeting to order at 7:39 pm.

Review of Previous Meeting Minutes:
After a review of the previous month’s meeting minutes a motion was made by Dean and second by John to approve the minutes as presented.  

Communications and Notices: Dean informed the Authority that the Lashomb property went to sheriff sale on January 16. The Bank (BBT) bought the house back. The Bender Property had a deed transfer to Patricia Sitlinger. The Ilgenfritz property is now up an additional EDU. Dean asked for opinions on the Municipal Authorities membership, since the price for the membership went up to $310.00 all voted in favor of not renewing the membership. Dean did talk to Linda Sterling from SEDA-COG in Lewisburg (SEDA-COG is a public economic development agency providing a range of services to communities, businesses and individuals in 11 central Pennsylvania counties and beyond) and she did inform him that Herndon Borough is LMI but would need to survey Jackson Twp to see if they would qualify or not. Upgrade for System violations letter was filed with DEP. The retainer to keep Larson Design Group as the Engineer for the 2020, and 2021 was received and needs official signatures. This retainer is at no cost to the Authority. A motion was made by Jeff to keep LDG as the engineers for 2020 and 2021, with a second to the motion by Dean. Dean also made a motion that the Authority retains Diehl, Dluge, Michetti and Michetti as Attorneys for 2020.  

Recognition of Citizens: Ron Sensen was present to discuss the water main break by his property. This property belonged to his father in law until his passing a month or so ago. The last time anyone was in the property was January 2nd. The water main break happened on January 14th. The leak has been repaired outside the property his concern is what will be covered by the Authority. The Authority is not responsible for the repairs inside the home. As soon as the line is replaced to the house, Todd Mace will make arrangements with Fairchild Brother Inc to have the hole filled in and the roadway repaired. The Authority wants to have the hole filled in by Saturday. Ron and Todd are to coordinate when the hole will be filled in.  

Financial Report and Payment of Listed Bills:
Dean Williard presented financial statements for review by the Authority. There is a balance in the PLIGIT account of $546.54 and the balance in the general account of $24353.31 and a balance in the Northumberland National Bank Savings account of $1,021.66. A motion was made by Dean and 2nd by John to pay the bills as presented.  

Water/Wastewater System Operator: Water System Report The water usage from last month was average daily 60,000 gallons. Three chlorine system leaks have been repaired at the reservoir, Todd is now going to have Residential Services come in and replace the pipes that need to be fixed. Soda Ash was delivered. One of the violations from DEP has been fixed; the catch basin overflow screen has been installed. The upcoming new sewer later was discussed with Herndon Reload & they are to give the Authority a two (2) week notice as to when doing for the Authority's inspection. The handheld chlorine meter has been calibrated and meets DEPs regulations. A new Penn Dot emergency permit was received and Jeff needs to sign and get it notarized. A new soda ash pump has been ordered and the old one is turning into a sampler. Pump Station 4 is giving an alarm. There are currently 4 UV sensor lights burned out of the 6 lights.  

Solicitors Report: None Present

Old Business: The widening of the road and clearing of brush to Well #2 is the sole remaining improvement from the yearly walk through and is pending until Spring of 2020. The annual walk through for 2019 and the list of items that are in need of repair are 
1.) Clean out the culverts and catch basin outlets—perhaps a work detail weekend. still pending until Spring of 2020

New Business: Dean asked the Authority what the thoughts were on closing out the savings account at Northumberland National and the PLIGIT account. It was decided to keep the PLIGIT account open and close out the Northumberland National Savings account. Dean also mentioned that the signatures for the checks needed to be updated at Mid Penn Bank since Paul Witmer was a signer. Dean and the acting secretary Charles Haffling are going to go to Mid Penn and make Charles a signor as well as Dean and Tammy Osman

Adjournment: There being no further business, the public meeting adjourned at 9:04 pm. Motion was made by John and 2nd from Dean.
