Election of Officers:
Attorney Tony Michetti started accepting nomination of officers for 2017 President: Paul Witmer, Vice President; Jeff Aurand; Secretary, John Davis; and Treasurer, Dean Williard.  The motion was made by Dean to accept the nominations & 2nd from Jeff Aurand.  Vote was taken and all were in agreement.

Call to Order: 
President, Paul Witmer called the meeting to order at 7:03 pm.

Review of Previous Meeting Minutes:
After a review of the previous month’s meeting minutes a motion was made by Dean and 2nd by Jeff to approve the minutes as presented. 

Communications and Notices:  A letter was received from Herndon Borough which stated that John Davis was the newly appointed member of the Water and Sewer board and that Brian Lenker was informed that if he could not make the Water and Sewer Authority meetings that he would notify Peter Bergstresser and one of them would make the meetings.  A proclamation was also received from PA One Call which declare April “PA 811 Safe” month.  The proclamation needs to be signed and then posted.  A motion was made by Dean and 2nd by Jeff to sign the proclamation and then Andy will post it.

Financial Report and Payment of Listed Bills:
Dean Williard presented financial statements for review by the Authority. There is a balance in the PLIGIT account of $523.42 and the balance in the general account of $41659.59 and a balance in the Northumberland National Bank Savings account of $1,013.66. A motion was made by Dean and 2nd by John to pay the bills as presented along with the addition of payments to Andrew Bobb for $1560.00 Bobb’s Plumbing and Heating for $1557.02, Seewald Labs for $183.20 and PP&L for $2045.58.

Water/Wastewater System Operator:  Andy informed the Authority that he thinks there is still a leak somewhere within the system as he needs to run 2 pumps.  He is scheduled to meet with PA Rural Water tomorrow to walk around again and try to locate the leak.  Andy requested a copy of the letter that was mailed to the Herndon Fire Company so he can approach Tony Gilligan and see if a decision has been made on the Hydrant.  Andy also informed the Authority that there were problems with Pump Station 2; he needed to put new cutters on, he needed to pull the pump and when he did he put the rebuilt pump in, which then tripped low voltage and shorted out.  A rebuilt pump at OPSCO cost about $3000.00 and the issues with the rebuilt pump were OPSCO fault (pinched wire) and they made the repairs at no cost to the Authority.  Andy is waiting on another estimate for another rebuilt pump.  Andy also had to pull the sludge pump at WWTP because the seal leak light was on in SBR tank 2.  Everything is now back up and working. 
Solicitors Report: 
Tony is filing a lien against the Yocum property.

Old Business:
Dean is going to handle the delinquents and shut offs with Andy.  The list of improvements still pending is: Put grates on head wall of 18” pipe at well site and the canopy modifications.  Andy is to work on the canopy modifications when he has time to do it. 

New Business:
Tammy asked everyone to look at their contact information and if anything needed to be changed to let her know so it could be addressed and changed.  A list of meeting dates and the contact information was distributed to everyone present.
