Reorganization:  Solicitor Joe Michetti led the reorganization of the Herndon Borough Jackson Township Joint Municipal Authority on January 29, 2008.  Ren Wolfe was nominated for President Second by Kurvin. With no other nominations Ren retained presidency.  Motion to close the elections was made by Jackson and 2nd by Kurvin.  Ren voted Jackson for the Vice President Position with no other nominations Kurvin made the motion to close and Ren second.  Ren nominated Dean for the treasurer position and Kurvin 2nd with no other nominations Dean retained the position of Treasurer Jackson made the motion to close and Ren 2nd the motion.  Ren then nominated Kurvin as Secretary and Dean 2nd the motion with no other nominations motion was made to close by Ren and 2nd by Dean.

Call to Order: 
President Reynold Wolfe called the meeting to order at 7:05 p.m.

Review of Previous Meeting Minutes:
After a review of the previous months meeting minutes, Ren declared the minute’s approved as presented motion made by Dean and second by Jackson.

Financial Report and Payment of Listed Bills:
Dean Williard presented four financial statements for review by the Authority. In the PLIGIT account of $29593.99 after the review of the bills to be paid tonight there was a motion made by Dean and 2nd by Jackson to proceed with paying the bills that are listed and then also to proceed and pay the bills that were submitted at tonight’s meeting for HACH in the amount of 72.05 to pay the Staples bill in the amount of $436.94 and also to pay Dluge and Michetti in the amount of $70.00, and Rick Spotts in the amount of $587.50.  Dean then presented an overview of each of the checking accounts that the Authority has and what funds are available in each.  Dean then informed the Authority of his research on the interest rates that being paid by Susquehanna Bank Account and the PLIGIT account.  Susquehanna is only paying about 3% while we are getting about 5% on average from the PLIGIT account.  It was then decided that the Authority is going to transfer some of the funds from the Susquehanna Bank account into the PLIGIT account

Water System Operator:
Andy informed the authority that there is a meeting set up for February 1, 2008 to go over the Emergency Response Plan with the DEP Sanitarian. 

Waste Water Report:
Andy informed the Authority that everything is running smoothly however there are still problems with the check valves.  Andy emailed Dave Walters to inform him.  Ren is going to let Larson know about the problems at the WWTP.

Solicitors Report: 
Joe informed the Authority that he is working on the draft for the independent contractor and that the current contract is going to continue on until Andy takes his test and becomes certified.  It was then discussed what was going to happen to the non-connections, Joe is going to send letter to LDG 87 by next meeting, LDG 5 will put a lien on the property and will pursue the bad check charges.  . 

Old Business:  
Dean has been in contact with PenDot and once all of the paper work is in place the Authority will be getting the $27,000.  Kurvin was reminded that at the next Boro Meeting a new appointment would be needed.  LDG 74 was served by posting at the property on December 19, 2008, next step is to put a lien on the property.

New Business: 
The Authority then went over the Fire Company situation and it was decided that Joe is going to proceed to get in contact with Larson and HRI to discuss the situation there.  Ren then made a motion to pass a resolution not to exceed $31874.00.  Motion was made by Dean and 2nd by Jackson.  Ren is then going to compose a letter to HFC.  Requisition 38 was the passed to pay LDG $4670.00 the final amount due to them.  Motion was made by Jackson and 2nd by Kurvin.
