Call to Order: 
President Reynold Wolfe called the meeting to order at 7:03 pm

Review of Previous Meeting Minutes:
After a review of the previous months meeting minutes, Ren declared the minute’s approved as presented motion made by Dean and second by Ed.

Financial Report and Payment of Listed Bills:
Dean Williard presented financial statements for review by the Authority. There is a balance in the PLIGIT account of $520.95 and the balance in the general account of $57,188.77.   After the review of the bills to be paid tonight; and the addition of payment to Andy Bobb (operator) for $3,060.00, Bobbs Plumbing and Heating for $2,964.94, and Tim Schrawder for $20.00 motion was made by Ed and 2nd by Jackson to proceed with the paying of the bills as presented and the additions. 

Communications and Notices:   Ren informed the Authority that he had received the MPDES Sewerage permit from DEP and he and Andy had reviewed it and there are some corrections that need to be made.  The location of the plant is in Jackson Township not Herndon Boro.  Ren also informed that he had received the Corporation information from RAM but had not receive the quote that he was waiting on for the repairs on the pumps.

Water System Operator:
Andy informed the members that he had turned the second pump on because he had heavy flow into the WWTP.  He said that there was 6 to 8 thousand gallons extra on abnormal days.  Andy is going to follow up and see if he can figure out where the extra water is coming from.  Andy also informed the Authority that the WWTP had its annual Security and Compliance check from RUS. He gave Michelle Musser a tour of the WWTP.  The pumps at pump station 2 have been replaced; he needs to restart the 2nd one. 

Solicitors Report: 
There was none present.

Old Business:
Ren and Dean are going to meet at 10:00 on Saturday the 27th to go over the shut offs for the month. The River Shore vents are still pending.  The generator for the reservoir is still pending. Dean received an email update from PPL on 3/10/2010 that their department which was preparing the affidavit was backlogged.  No timeline was given and Dean will continue to follow up.  Regarding the sales tax issue with TDS, they did refund sales tax back to January 2009 giving no reasoning for going back further.  Dean explained to copy and retrieve the prior years telephone bills would be labor intensive and not worth the effort to seek prior years based on the average sales taxes paid in error.  The Herrold (LDG 148) property is currently being rented out, Ren sent Ms. Herrold a letter dated January 27, 2010 stating that she is responsible for the $2500 hook up which is due in 30 days.  She will not be responsible for the past 6 months of monthly billing. 

New Business:
After reviewing the current PPL bills Ed made a motion to proceed with switching to Glacier Energy for the electric.  A second to the motion was made by Kurvin.  Ren presented pictures of the manholes which had been flooded during the last very heavy rain storm. He also presented the letter that he sent to Herndon Borough in regards to getting the manholes fixes.  There are 20 manholes that Ren suggests placing manhole covers with pans which will cost about $797.00.  The last rain storm has cost the Authority $13,509.00 so far to repair the damages done to the pumps at PS 2.  Ed made a motion to proceed with replacing all of the manhole covers with pans, 2nd to the motion made by Dean.  Ren is also going to write a letter to Michetti to see if the Authority can be helped by Jackson Township or Herndon Borough to recover the costs of the damages done.  Dean made mention of the fact that the CD on deposit at Mid Penn Bank will be maturing 3/30/10.  A decision needs to be made as to what to do regarding the maturing CD at the March meeting.
