Call to Order: 
President Reynold Wolfe called the meeting to order at 7:02 p.m.

Review of Previous Meeting Minutes:
After a review of the previous months meeting minutes, Ren declared the minute’s approved as presented motion made by Kurvin and second by Jackson.

Financial Report and Payment of Listed Bills:
Mr. Demgard on the Bond Counsel presented the Authority with three resolutions, which were in reference to the Authority acquiring an additional $161,600.00 loan from RUS.   the first Resolution 1-2008 was adapted motion made by Dean and 2nd by Jackson. The Authority adapted resolution 2-2008 motion made by Dean and 2nd by Jackson, The authority also adapted resolution 3-2008 motion made by Dean and 2nd by Kurvin. 
Dean Williard presented four financial statements for review by the Authority. There is a balance in the PLIGIT account of $36510.97.   After the review of the bills to be paid tonight and the addition of checks 215 and 216 to Susquehanna Bank in the amount of $2328.32 which was for the quarterly interest payment on the line of credit and check 216 to USDA in the amount of $33801.92 which was for payment of 6 months interest on the RUS loan.  There was a motion made by Dean and 2nd by Jackson to proceed with paying the bills that are listed and then also to proceed and pay the bills that were submitted at tonight’s meeting. Dean then presented an overview of each of the checking accounts that the Authority has and what funds are available in each.  The borough wants to partner with the Authority for the PA One Call.  Ren is going to take care of making the phone call to make this happen. 

Water System Operator:
Andy informed the Authority that the decanter motor is still not working properly. He also informed the Authority that he met with DEP and went over the O&M report.  Rick informed the Authority that the Chapter 94 report was completed and it requires the President to sign the report.  There was a motion made that authorized the President to sign the chapter 94 report.  Motion made by Jackson and 2nd by Kurvin. 

Waste Water Report:  Andy also informed the Authority that he turned off the water to LDG 142

Solicitors Report: 
Joe presented a check in the amount of $25.00 that he collected off of Schaffner for making copies of the ordinance that he was supplied with.  Joe also informed the Authority that he sent a letter to the Northumberland County Sheriffs Office regarding the monies that was due the Authority for LDG 005 which was being sheriff sale.  Joe informed the Authority that he has not heard anything from the Crileys and that he sent notice to the Hoffmans.  Joe is going to write a letter to the property owners LDG 36 for an update on their eviction efforts on their lessee.  He was also informed that there are still 5 properties that have not connected to the sewer (LDG 74, LDG 87, and LDG 229, LDG 130, LDG 143) Joe then presented a letter that he drafted in reference to the Fire House Lateral that he wanted the Authority to review and make suggestions.  The plan is to send the letter to HRI and LDG and request that they pay one third of the amount that it is going to cost the Authority to fix the lateral hook-up at the Firehouse 

Old Business:  
Dean informed the Authority that the check for the $27,000 was received from PennDot and that it is going to be applied to the principal on the line of credit. 
New Business: 
The Authority made a motion to accept requisition 39 in the amount of $27,000.00.  Motion was made by Dean and second by Kurvin. There is an 11 month inspection for the WWTP scheduled for February 27, 2008.  Kurvin also reported to the Authority that a replacement for Ivan Newman who resigned his position was lined up for the Authority Board
