Call to Order: 
Vice President, Jeff Aurand called the meeting to order at 7:04 pm.

Review of Previous Meeting Minutes:
After a review of the previous month’s meeting minutes a motion was made by John and second by Pete to approve the minutes as presented. 

Communications and Notices:  Dean went over some property transfers for the month, David Spade to Ron and Joy Sencen, Horty property to Costello’s, the Murch property is going to be sold.  Dean was looking at ways to save money with the PPL bill; he asked Andy if there is a way to change the peak demand times at the WWTP.  Andy does not think so since all processes at the WWTP are auto processes; however be he will look into it a little more to be sure.

Financial Report and Payment of Listed Bills:
Dean Williard presented financial statements for review by the Authority. There is a balance in the PLIGIT account of $526.47 the balance in the general account of $17086.60 and a balance in the Northumberland National Bank Savings account of $1,009.60. A motion was made by Dean and 2nd by Pete to pay the bills as presented along with the addition of payments to TDS for $124.05, Diehl, Dluge, Michetti, and Michetti for $977.50, and Bobbs’s Plumbing and Heating for $201.44.

Water/Wastewater System Operator:  Andy informed the Authority that the SCADA System went last Friday, he called Optimum Controls and Andy found a bad modular plug.  Andy replaced them both and now it is back up and working.  Andy had the wet well cleaned out by Stahlneckers and the sludge was hauled by PESI.  He is in need of some supplies at the WWTP and wanted to make sure the funds would be available to order them.  Dean informed him that it is the beginning of a new quarter so the funds are always a little higher the first month of the new quarter as most residents tend to pay the whole quarter instead of monthly.  Andy needed to turn the second pump on but since has turned it off as he thinks he found the issue.  He checked vacant properties in town to be sure there was nothing wrong with any of them.  The sign that was located by the Senior Center has been hit and it needs to be fixed.  Brian Lenker did move his vehicle from the well area.  Andy is going to order a new photocell from Suez, as he is unable to get a read out.  He was waiting on the order confirmation.  Andy gave Dean the information on the UV bulbs and tubes and Dean did some research and Andy is currently getting them from the cheapest place.  UV bulbs cost about $30.00 each and the quartz jackets cost about $28.00 a piece. 

Solicitors Report:  None present –Dean is going to follow up with Tony about the Kurtz property and have a lien filed on that property. 

Old Business:
Dean is going to handle the delinquents and shut offs with Andy.  The list of improvements still pending is canopy modifications.  Andy is to work on the canopy modifications when he has time to do it and Paul is able to help. Paul got the times that Andy is typically at the plant so that they can work on the modifications.   Andy is going to call Green Acres fencing to get an estimate for a fence at the WWTP.  There is also a fencing place in the Berrysburg area that Andy is going to check into to see if they can get an estimate for the fence at the WWTP.  The paving is pending until spring.  We are looking at hopefully repaving that street in April.  Dean edited the 2018 budget and presented it for approval.  The budget was approved and a motion was made by Dean and second by John to accept it.  Kurtz water valve connection needs to be located. 

New Business:  Meeting dates for 2018 were decided and they are all the fourth Tuesday of the month except for December that is the third Tuesday.  January 23, February 27, March 27, April 24, May 22, June 26, July 24, August 28, September 25, October 23, November 27, and December 18 a motion was made by John and second by Pete to accept the dates for the meetings.  Dean wants a reminder to be added for the well certifications that are due in June of 2018.  Jeff Aurand was reappointed to the Authority for another 5 year term.  Andy is also going to make sure that the water connection to the Bender property is turned off.
