Call to Order:  
President, Paul Witmer called the meeting to order at 7:00 pm.

Authority Members: Dean Williard, Jeff Aurand, Paul Witmer, John Davis, and Peter Bergstresser

Citizens: Josh and James Yocum

Review of Previous Meeting Minutes:
After a review of the previous month’s meeting minutes a motion was made by John and second by Pete to approve the minutes as presented.  

Communications and Notices: Paul informed the Authority that he is at the end of his 5 year term and does not want to seek re-election, Andy also provided his written notice that he is retiring and September would be his last as the operator. Todd Mace from PA Environmental Solutions has submitted his name as a replacement since he is the Assistant Operator now. Dean made a motion that we accept PA Environmental Solutions offer of $$27,600.00 per year and have them submit a contract to be the operator and there will not be an Assistant Operator. Pete second the motion and all were in favor. Dean informed the Authority that we are still awaiting the refund from Verde Energy. Dean also noted that there has been activity in the Herndon Reload property where there is a summer kitchen. Dean will investigate this more.  

Citizen Concern: James Yocum wanted to know why he is paying for a sewage connection when his building is only a Storage Property. He questioned if personal garages are counted as connections and whether or not they are paying for sewer. James requested the legal definition of a connection. Dean to have Michetti’s office follow up.  

Financial Report and Payment of Listed Bills:
Dean Williard presented financial statements for review by the Authority. There is a balance in the PLIGIT account of $542.46 and the balance in the general account of $13,855.65 and a balance in the Northumberland National Bank Savings account of $1,021.15. A motion was made by Jeff and 2nd by Dean to pay the bills as presented along with the addition of payments to Andy Bobb for $1560.00, Bobbs Plumbing and Heating for $234.60, and Jeff Aurand for $40.00

Water/Wastewater System Operator: Andy reported that he did receive the second order from Aqua Aerobics of the replacement parts. Andy said the last time the diffusers on the basin have been replaced was 2012 and that he thinks it time to replace them again. They cost $28.95 each and total would be around $2316.00. Andy gave the quote sheet from Aqua Aerobic Systems to Dean (shipping cost not included in quote). Dean advised he would try to shop pricing on the internet looking for lower prices. Our diffusers are “fine bubble” type.  

Solicitors Report: None present.  

Old Business: Dean will handle the delinquents and shut offs with Andy. The widening of the road and clearing of brush to Well #2 is the sole remaining improvement from the yearly walk through and is pending however, Andy stated that it has grown and the road is partially closed at the building. Paul is going to talk to Beilhartz and perhaps have a work cleanup day. The annual walk through for 2019 and the list of items that are in need of repair are 
1.) Clean out the culverts and catch basin outlets—perhaps a work detail weekend. still pending

New Business: Andy did give a rundown of the amount of times he does things: 3-4 times a week he goes to the reservoir to change the chart. On Sundays he fills the chemicals. Andy does have extra keys and will turn them in when his last shift is complete. He goes to the well head once a month. Troy Eyster took a look at the trees that were falling down and was going to see if it would be an insurance change. Pete did inform the Authority that FEMA flood maps are available and that FEMA is going to be at the Building.

Adjournment: There being no further business, the public meeting adjourned at 8:15 pm. Motion made by Jeff and 2nd from John.
