Call to Order: 
President, Paul Witmer called the meeting to order at 7:12 pm.

Review of Previous Meeting Minutes:
After a review of the previous month’s meeting minutes a motion was made by Brian and second by Dean to approve the minutes as presented with the minor corrections made by Andy.  

Communications and Notices:  Dean received free PA Municipal Authority magazines.  He also received one free book, which he is going to leave at the Municipal Building as it does have some good articles on about for Profit businesses buying Municipal Authorities.  Dean gave updated municipal lien amounts to the Northumberland County Tax Claim office as per their request for possible real estate tax sales of these properties due to unpaid property taxes.  Dean also informed the Authority that he filed a complaint with the PUC as Green Mountain or previous electric supplier charged the Authority sales tax.  Dean estimated that we should receive back from them about $173.00 in addition to the $285 that was already received from a billing issue.  

Financial Report and Payment of Listed Bills:
Dean Williard presented financial statements for review by the Authority. There is a balance in the PLIGIT account of $531.25 the balance in the general account of $26634.17 and a balance in the Northumberland National Bank Savings account of $1,020.12. A motion was made by Brian and 2nd by Jeff to pay the bills as presented along with the addition of payments to Bobb’s Plumbing and Heating for $3992.79 and Andy Bobb for $1560.00. 

Water/Wastewater System Operator:  Andy informed the Authority that he had to pull Pump #4 and replaced the pump.  At the WWTP one of the Post EQ went down and he had to cut the canopy to pull the pump.  He ran that pump to OPSCO and they were able to fix it.  Andy and Paul now need to fix the canopy.  The new gate has been installed at the WWTP.  The Flow Meter went down the August 24th, Andy is going to call WG Malden, and request quotes.  Andy also informed the Authority that Herndon Reload is looking for sewer lines by the paint building; they are planning on moving the building back 80 feet.  Andy located and marked the lines for them.  The pipe that discharges the clean water back into the river is over grown and full of flood debris.  DEP wants that area cleaned up.  Paul is going to contact Shane Hoover and see if that is something that he would be able to clean up. 

Solicitors Report:  None present Dean did update the liens on the Bender/Brown, Knarr, and Yocum properties.  If a judicial sale takes place it will not happen until July of 2019. 


Old Business:
Dean is going to handle the delinquents and shut offs with Andy. The list of improvements still pending is canopy modifications.  This is going to happen now since it had to be removed to pull the pump, so Andy and Paul are going to get together and fix it.  The fencing project at the WWTP has been completed.  Dean informed the Authority that Paul got a quote of $3600.00 from SS Witmer to complete the paving project.  The paving project is pending.    The yearly walk through took place and a list of the items that need to be addressed are as follows: 
1) Widen the road up to Well 2- Andy cleared brush around well head #4, however the road should still be widened. 

New Business: 
Brian left the Authority know that if telephone poles are needed he has some.
