Call to Order:  
President, Paul Witmer called the meeting to order at 7:45 pm.

Review of Previous Meeting Minutes:
After a review of the previous month’s meeting minutes a motion was made by Pete and second by Paul to approve the minutes as presented.  

Communications and Notices: Dean informed the Authority that the CPA picked up the 2018 files. Dean also received notification from the Northumberland Tax Bureau that the Bender Property will go up for sale on July 25. The Roth property was sold on March 8th to Torgerson. Dean informed the Authority that it is soon time to look at the PPL rates, he asked for a motion that he could make the decision for which company he would be able to go with for the electricity. A motion was made by Paul giving Dean the authority to make the decision with a second to the motion by John. All were in favor therefore the motion carried.  

Financial Report and Payment of Listed Bills:
Dean Williard presented financial statements for review by the Authority. There is a balance in the PLIGIT account of $538.45 and the balance in the general account of $29155.55 and a balance in the Northumberland National Bank Savings account of $1,020.63. A motion was made by Jeff and 2nd by John to pay the bills as presented along with the addition of payments to Andy Bobb for $1560.00, Bobbs Plumbing and Heating for $319.50, and Roy Adams and Sons for $2117.45.  

Water/Wastewater System Operator: Andy informed the Authority that he found a water main break in the area of Eagle Ridge, which he has repaired. He still feels that there is an additional leak somewhere. His plans are to check again once the ground dries out. He is only pumping out of pump 2 and 4, therefore the leak is not bad. Andy also informed the Authority about Method 334 required by the DEP and EPA regulations for the water system and the Authority needs to be in compliance by Monday April 29, 2019. He needed to purchase additional lab supplies so that he was able to calibrate the chlorine analyzer. He also informed the Authority that the annual commendation from Aqua Aerobics came.  

Solicitors Report: None present.  

Old Business: Dean will handle the delinquents and shut offs with Andy. The widening of the road and clearing of brush to Well #2 is the sole remaining improvement from the yearly walk through and is pending. The Manhole cover will not get fixed until spring, the riser that was requested has been purchased by SS Witmer Paving, and the Authority will reimburse only for the riser and not labor. Andy is going to get in contact with Greg Wetzel from Meckleys to deliver a load of stone to the reservoir and then gate drag it. A rate increase is going to be in effect the 4th quarter of 2019. Dean has created a draft letter for the public which will be sent with the 3rd quarter billing. A reminder to Authority members that the May meeting is scheduled for Wednesday May 22, and Todd Mace from PESI is scheduled to be present to discuss the options for the parts that are needed for the obsolete board at the WWTP.  
New Business:  
The annual walk through was April 23rd, and the list of items that are in need of repair are 
1.) Repair the holes in the wall at the well head—Andy will take care of.
2.) Fill Propane at the Well—Andy will call Koppy’s
3.) Spray and trim the fence line at the Well—Jeff and Dean will take care of
4.) Clean out the culverts and catch basin outlets—Perhaps a work detail weekend
5.) The Trees at the Reservoir—should they be taken down? Paul to research.
