Call to Order: 
President Reynold Wolfe called the meeting to order at 7:00 pm

Review of Previous Meeting Minutes:
After a review of the previous month’s meeting minutes a motion was made by Jackson and second by Dean to approve the minutes as presented. 

Communications and Notices:  Ren gave Andy to brochures on seminars that are coming up.  He also informed the Authority that he received the annual discharge report that needs to be completed and sent back in to the Department of Environmental Protection. 

Financial Report and Payment of Listed Bills:
Dean Williard presented financial statements for review by the Authority. There is a balance in the PLIGIT account of $521.72 and the balance in the general account of $64231.20 and a balance in the Northumberland National Bank Savings account of $1000.51.  After the review of the bills to be paid tonight and the addition of payments to Andy Bobb operator $1200.00, and Bobbs Plumbing and Heating for $2599.77 for the grinder pump, and Bobbs Plumbing and Heating for $104.50, and TDS for $119.37 a motion was made to pay the bills as presented and to also pay the add ons.  The motion was made by Dean and second by Jeff.   

Water System Operator:
Andy informed the Authority that he had PA One Call locate a water and sewer line at Shane Wetzel property as he is selling his property to Herndon Reload. 

Waste Water Operator:  Andy informed the Authority that the spare grinder pump is in the garage as there is not enough room in the WWTP to store it.  Andy checked into the price of spare control pumps and floats and found that it would be about $600.00 Andy suggests that they be purchased.  Dean made a motion that Andy can proceed with the purchase of a spare control pumps and floats.  Jackson second to the motion. 

Solicitors Report: 
Tony informed the Authority of the upcoming hearing on the Cassandra Yocum property.  Tony then went over the Kooken property of what the possible outcomes could be of a sheriff sale, 1st position lien holder being the bank and then our lien is wiped out and Authority would lose the costs and investments.  Tony does not advise the Authority to pursue this without a guarantee letter from the bank. 
Old Business:
Dean is going to handle the delinquents and shut offs with Andy. The only walk thru improvement for 2012 that is still open is the pool cover and Andy is working on that.  He presented to Ren a mail order flyer that he got that has pool covers in them.  Andy is to look into this more as the ones in the flyer are around $500.00 he is to check into a custom made one. 
The walk thru for 2013 list of improvements:
A.) Put grates on head wall of 18” pipe at well site
B.) Brush back road at sides of the road to well #2
C.) Clear brush on the inside of the fence
D.) Clean the “rags” out of the basin at 1 and 2
Andy and Ren are going to fix the curb stop at the Newman Property this is still pending.  The Valve replacement is moving forward, Ren met with them on April 8th, the information needs to be to the county by May 20th. 

New Business:
Ann Botkin the Borough secretary was informed of the bump in the road by LeRoy Schrader.  This is not a Borough issue this is the Authority’s issue.  Ren suggests that we look into getting GR Charles in to do the work, since they did a good job on the last project and the price was right.  Joel said that the Borough is having some road repairs in the next couple of weeks and that the Authority maybe able to include that in with their work. Ren suggests that it get cold patched for now and that in about 6 months get GR Charles in to do the work, the issue needs time to settle.  Jack asked about the service on the generators.  Ren is going to look and see when they were serviced last.
