Call to Order: 
President Reynold Wolfe called the meeting to order at 7:02 pm

Present:

Review of Previous Meeting Minutes:
After a review of the previous month’s meeting minutes a motion was made by Jackson Wetzel and second by Barry Hughes to approve the minutes as presented. 

Financial Report and Payment of Listed Bills:
Dean Williard presented financial statements for review by the Authority. There is a balance in the PLIGIT account of $521.60 and the balance in the general account of $57809.89.  After the review of the bills to be paid tonight and the addition of payments to Andy Bobb $1400.00, and Bobb’s Plumbing and Heating for $141.49, John Wert for $112.50, Randy Krallman for $121.00, Wolfe Realty for $466.16 a motion was made by Dean and 2nd by Jackson to proceed with paying the bills as listed and the add-ons. 

Communications:  none

Water System Operator:
Andy informed the Authority that the fire hydrants need flushed.  He suggested that they be done on Tuesday May 14, 2013.  Dean is going to have the announcement put on the website, Ren and Dean are going to get a flyer put up in the Post Office, Barry will have the fire company put it on the sign. 

Waste Water Operator:  Andy informed the Authority that the WWTP got the Aqua Aerobics plant performance award for the 5th year in a row.  Andy will post the award in the WWTP.  Andy informed the Authority that PA Environmental Solutions hauled the sludge and will be pumping the wet wells this coming week.  Andy had a call out at the plant.  One of the generators was running because they lost one phase of electricity due to a pole fire near the Hut.  Andy is also going to take a look at the man holes on State Route 147.



Solicitors Report: 
Tony informed the Authority that he filed a lien on the Feese property and also on the Yocum property.  Tony has not heard anything from the bank who is first lien holder on the Kooken property.  Dean suggests that Tony prepares the waivers and present them to the bank and see if they move on them.  The depositions for the law suit maybe done by the end of May, they are trying to coordinate all lawyers schedules. 

Old Business:
Dean is going to be handling the shut off with Andy. Shut off date is May 1, 2013.   Andy has gotten the notice to proceed with the 4 log analyzer project.  He is looking to break ground on Thursday.  Ren needs to display the prevailing wages first.  Andy feels that the project should be completed in 60 days.  The man hole covers are still pending. 
The walk thru improvements still pending are: 
A) Existing control building at reservoir to be renovated
B) Vines on fence at well site cut and removed- This has been worked on but there is still more to be done.  Ren pulled 13 flags where trees had been planted.  Ren informed the Authority that he needed to purchase a 4 cycle weed trimmer since they burned two of them up. 
C) All bollards at WWTP & pump stations to be painted
D) Andy to look into a proper cover for the Post EQ tank to retard algae growth.

New Business:
Dean informed the Authority that he has continued to look into refinancing the loan.  Ren and Dean looked at more options.  Ren checked with Penn Vest who was not interested and did not get a response back from Wells Fargoin regards to refinancing the loan.  Dean checked with Sovereign Bank and did not receive a response from them either.  Ren wants Andy to get lightening protection at the well site and include that into the project.  Ren also informed the Authority that he is going to be planting grass seed on the few areas that do not have any at the catch basin.  Ren also requested approval be made that he may proceed with the purchase of 25 white pine trees to plant.  Dean made the motion the Authority grant Ren permission to purchase 25 white pine trees.  2nd to the motion by Barry. Vote carried unanimously.    

Adjournment:  There being no further business, the public meeting held at the Herndon Borough Municipal Building adjourned at 7:56pm
