Call to Order: 
President Reynold Wolfe called the meeting to order at 7:07 PM

Review of Previous Meeting Minutes:
After a review of the previous month’s meeting minutes and some corrections in spelling a motion was made by Dean and second by Jackson to approve the minutes with the corrections.

Financial Report and Payment of Listed Bills:
Dean presented financial statements for review by the Authority. There is a balance in the PLIGIT account of $521.42 and the balance in the general account of $42493.84.  After the review of the bills to be paid tonight a motion was made to proceed with the paying the bills as listed and to pay Marlin Snyder when his bill comes in for $50.00 for his week of doing the water grab.  Motion was made by Dean and 2nd by Ed. 

Communications: Ren presented the quotes that he got from Brown’s Landscaping and Gardner Tree Service, and the letter that he received from Algin Realty.

Water System Operator:
Andy informed the Authority that the water grabs are running smoothly he only had one day that he had an issue and that was the first day from Krallman, Ren is going to discuss this issue with him. 

Waste Water Operator:
Andy informed the Authority that he needed to get new UV bulbs.  He also had to have Stahlnecker come in and clean out PS 2.  He is still having random shut downs of the pumps,  he thinks that they might need to get a new hard start device again. 

Solicitors Report: 
Tony informed the Authority that he wanted to hold an Executive session prior to the close of the regular meeting.  Tony looked into the Kooken property and found out that the stay was lifted.  Dean is going to get more information to Tony on this property.  Dean is also going to be getting Tony the updated lien amount on this property.  Tony also stated that there is a lien in place on the Feese’s property. 

Old Business:
Dean and Ed are going to be meeting to go over delinquents on Wednesday, May 2nd to go over them.
The Walk through Items Pending  
Improvement to the Catch Basin Site area for riding mower use. Repair concrete edge of Catch Basin. Ren got a quote from Eagle Ridge contrading to repair the catch basin.  Eagle Ridge’s quote is not to exceed $9650.00. New water tight Electrical Service Enclosure at Reservoir-4 log system.  Andy got the go ahead from LDG to proceed with the repairs.  Andy informed the Authority that he will have to disable the WWTP.  Andy did not have a date; he must make sure he can fit it into his schedule.

New Business:
Ed mentioned that he wanted to discuss raising the fees for disconnects and reconnects.
He also wants to consider raising the late payment fee.  The Authority is going to raise the late fee from $10.00 now to $20.00, Disconnect/Reconnect from $25.00 each to $50.00 each, NSF fees are currently $25.00 and they are going to be raised to $35.00.  A motion was made to proceed with these increases.  Tony informed the Authority that a written resolution needs to be done and he will take care of that.  He also stated that it needs to be publicized of the increase.  When the billing goes out in June it will be included with that billing and also, with the September billing.  Rate increase will take place starting October 1, 2012.  Motion made by Ed and second by Dean.  There was 4 yes and 1 no by Jackson Wetzel.  Ren then read part of the letter from Algin Realty who bought 144 Locust St which is currently a 2 EDU resident and they would like to make it a 1 EDU resident.  Ren made a motion to approve the request and 2nd by Ed.  Ren then went over the quotes that he had from Gardner’s tree service and from Brown’s Landscaping.  Gardner’s quote to grind about 20 stumps and remove 2 trees at the well site was $1600.00.  Ren and Jackson thought this 2 quote was too high.  Brown’s Landscaping quote was for improvements at the catch basin by providing top soil and fill in, hydro seed the area so it is able to be mowed with a riding tractor.  This quote was for $2500-$2800.  Ren and Jack think this is a good price.  Jackson made the motion to hire both Browns and Gardners at the quoted prices they gave.  Second go the motion was Ed.  Andy informed the Authority that he is going to be flushing the hydrants on May 8th.  He will post a sign at the post office and also in the window of the Borough building.

Adjournment:  There being no further business, the public meeting held at the Herndon Borough Municipal Building adjourned at 8:15 pm
